Review 2000/1

During the period under review, the Royal Grenada Police Force has undertaken several new initiatives. significant among these strategies are the official launching of the community  policing initiative; the establishment of a National Joint Headquarters (HJHQ) ; the appointment of a human resources coordinator, and enhancements to some stations and the Immigration Department. These changes are necessary and are consistent with our vision as an organization as we endeavor to enhance management competency and welfare to more effectively deliver quality services. The value and importance of our human resources cannot be over emphasized and will be afforded particular emphasis as we seek to further develop a professional policing ethos to more effectively engage current and emerging challenges. In general terms, reported crime decreased by 5 % for comparative to the similar period. clearances of reported crime, overall is at 72 %. Cocaine and Cannabis seizure has increased 24% and 68% respectively during the first quarter 2001; compared to the similar previous period.

NATIONAL JOINT HEADQUARTERS

The concept of the National Joint Headquarters is built on the practical necessity of Inter-agency cooperation against the threat of illicit drug trafficking at the national level.  This project funded by members of the European Union, will provide the basis for the development of reliable and accessible multi-disciplinary information and intelligence, including access to maritime and aeronautical databases for the execution of counter-drug operations.  The National Joint Headquarters is staffed from officers of the Coast Guard, Customs, Immigration and conventional police divisions.  However, the most valuable dimension to its operation will be the capability for real time coordination of operations and emergencies.  This National Joint Headquarters is structured to ensure its integration into the region wide network of inter agency intelligence and operation centers; some of which have already been established.

DRUG ENFORCEMENT EFFORTS

The drug intelligence gathering and operational component of the Royal Grenada Police Force has been very active in its efforts to curb the illegal drug problem.  Cross-fertilization and information sharing among local, regional and international law enforcement agencies played a key role in the impact the R. G. P. F. had on the supply and transshipment of illegal narcotic within the Tri-island State.  The Force participated in two multi-national operations, which were organized by the DEA; both yielded high results nationally and regionally.  The R. G. P. F continues to mount intelligence driven Bi-lateral and Multi-lateral operations.
